Spec-to-Plan Writer

Takes a feature request, bug report, or one-line idea and produces a written plan: restates the goal and constraints, lists the files or systems likely affected, sequences the work into ordered steps with a rationale for the ordering, flags ambiguities that need a decision before starting, and calls out what "done" looks like. Designed to be read and edited by a human before any implementation begins, cutting down on agents that start coding from a misread requirement. Modeled on the writing-plans pattern from obra/superpowers, one of the most-installed planning skills on skills.sh.
